Governments are responsible leading the establishment and developing of metrological activities of a country. In general, a centralized organism is established and its implementation is a strong investment for the government regarding infrastructure, equipment and personnel with high specialization.
Chile chose to establish other mechanism: a National Network of Metrology, for which the State used already, installed and developed capacity from private entities such as Universities and other organizations. Implementation of the first four national labs has meant to Chilean Government an investment of approximately US$ 1.000.000 and awarded entities, among them CESMEC, have completed investments and execute operations and maintenance of labs.
Chilean position is unique in the world, and it is being watch by many countries. For those countries having only one exclusive organization dedicated to matter is rough and taking Chile as example is very interesting.
